Our Team

Robert A. Bell has extensive experience as a private industry security manager for a Fortune 500 company and as a Senior Emergency Management Specialist for the largest health care system in New Jersey having responsibilities including the design, development, delivery, and analysis of the system-wide emergency management training program, HSEEP and NIMS compliant drills and exercises. His subject matter experience and policy development includes CBRNE decontamination and the Incident Command System. With a strong background in hazard mitigation, strategic planning, operations management, training and curriculum development, and disaster and recovery programs, he has facilitated and participated in numerous Table-Top Exercises and has developed, managed and provided leadership to Functional and Full Scale Exercises.

New Jersey State Police

Prior to serving in the health care industry. Mr. Bell had a distinguished 25 year career with the New Jersey State Police retiring as Commander of the Aviation Bureau South. As a sworn member of the State Police, he served in Field Operations, as a member of the elite T.E.A.M.S. Unit, HAZMAT responder, sniper, anti-sniper, underwater recovery diver, and as a Tactical Emergency Mission Specialist. As an instructor at the New Jersey State Police Academy he developed a curriculum analysis program that was used to evaluate all organizational training. While he was assigned to the Aviation Unit, Mr. Bell served as a Pilot and as the Aviation Maintenance Chief where he implemented a personnel management program and an auditing program which created a fully functioning team and saved more than $400 thousand in less than one year. Mr. Bell is also credited with the creation and implementation of a Homeland Security Surveillance program which increased HLS surveillance flights by 150%.

Military

Robert Bell served in the United States Marine Corps during which time he was deployed to the Far East where he served as the NBC NCO. He was honorably discharged with the rank of Sergeant.

Education

Mr. Bell holds a BS in Aviation Technology from Thomas Edison College, a BA in Mathematics with a Minor in Computer Science from Kean University, and an MS (2013) in Emergency Management and Business Continuity at New Jersey Institute of Technology. He is a Master Exercise Practitioner and an ICS Instructor (2013)
